Die Untersuchungen dieses Buches haben gezeigt, dass internationale politische Ereignisse Finanzmärkte systematisch beeinflussen können. Einzelne politische Ereignisse scheinen gerade in der öffentlichen Debatte oft so offensichtlich die wirtschaftlichen Erwartungen der Akteure zu beeinflussen, dass man vielleicht sogar versucht sein mag, weitere empirische Studien für überflüssig zu erachten. Ein Beispiel sind die Anschläge weltweit aktiver Terrororganisationen. Deren Taten haben ja, falls sie „erfolgreich“ sind, einen höchst zerstörerischen Effekt auf Volkswirtschaften und besitzen folglich auch negative Wirkungen auf die Performanz von Finanzmärkten.

In this study we scrutinize the strength of the European Union s external governance in the area of environmental policy. We explore whether accession candidates and third countries adopted European environmental legislation along with the member states. In doing so, we focus on Community laws that limit nitrogen oxides in the emissions into the air from large combustion plants, and introduce the European ecolabel scheme and environmental impact assessments. Our analysis reveals that hierarchical governance is the most significant and robust determinant of policy adoption. Additionally, our results lend some support to the relevance of network governance, indicating that this mode could become more effective at greater length.

Nach wie vor sind standardisierte Bevölkerungsumfragen das meistgebrauchte Instrument zur Generierung von Daten für politikwissenschaftliche Untersuchungen. Dieses Buch zeigt anhand von Beispielen politikwissenschaftlicher Forschungsprojekte innovative Wege auf, wie mit Hilfe anderer Designs, Methoden und Verfahren Daten kreativ erhoben oder bearbeitet werden können. Hierunter fallen etwa experimentelle Forschungsdesigns, die Generierung künstlicher Daten, die Verwendung eines Methodenmixes, die Erschließung und Aufbereitung verbaler Datenquellen oder die Transformation und Abstraktion komplexer Daten, beispielsweise durch Indexbildung. Die Beiträge dieses Bandes bieten zu den einzelnen Themen zum einen eine theoretische Reflexion und praktische Einführung in die verwendeten Methoden. Sie diskutieren deren Stärken und Schwächen und geben somit zum anderen über das konkrete Projekt hinaus Anregungen, wie man jenseits der eingefahrenen Pfade der empirischen Forschung Daten erschließen und für neue Forschungsfragen nutzbar machen kann.

Contrary to many other areas, international and, in particular, European influences on national policymaking in higher education (HE) have remained limited. This picture, however, changed fundamentally from the late 1990s onward. In 1999, 29 countries signed the Bologna Declaration, denoting the start of the so-called Bologna Process. Thus, a collective supranational platform was developed to confront problem pressure, which has in turn fostered considerable domestic reforms. However, we still have limited knowledge on whether the Bologna Process has actually led to the convergence of national HE policies toward a common model. This article analyzes these questions by focusing on Central and Eastern European (CEE) countries. Because of its tumultuous and inconsistent path of development and the sheer magnitude of the current reform processes, CEE HE stands out as a particularly worthwhile object of analysis for scholars interested in policy convergence as well as policy legacies and path dependencies.

In West Africa, regional organizations - such as ECOWAS - represented the main actors behind peacekeeping interventions before 2003, but their record is not entirely positive in terms of promoting peace and stability. To analyze the contributions of such regional organizations, we shall revisit the ECOWAS interventions in Liberia in order to shed light on the weak organizational capacity and control of the operations throughout the 1990s. On an analytical level, three main sources of success for regional organizations are proposed: finances, manpower, and political legitimacy. The necessity of these factors in carrying out successful interventions can be gauged by looking at the United Nations peacekeeping operation deployed in region, which are deployed throughout the region with support from lead countries and other international organizations and have enjoyed considerable success.

The prevailing but not unchallenged ‘conventional wisdom’ in the literature dealing with the impact of globalisation on public spending is that the effects of increased openness can be compensated through the welfare state. Repeatedly, studies have found little evidence for a ‘race to the bottom’ in taxation or spending. This research note shows that it is premature to conclude that globalisation has no negative impact on public spending. By extending the period of observation into the 2000s, by looking at changes in openness and spending instead of their levels, and by disentangling the effects of openness in the cross-sectional and over-time dimensions of variation, this article shows that the association between increased openness and spending is clearly negative. Although the contribution of this research note is mainly empirical, some theoretical arguments are presented, emphasising the long-term nature and complexity of policy making in the politics of globalisation.

Der enorme Anstieg grenzüberschreitender Kapitalströme ist ein zentrales Kennzeichen der Globalisierung (Beisheim/Walter 1997). Die bloßen Zahlen sind beeindruckend (Abbildung 3.1). Das Volumen der pro Jahr auf den globalisierten Finanzmärkten gehandelten Anleihen und Aktien stieg von etwas mehr als knapp 20 Billionen Dollar im Jahr 1996 auf mehr als 80 Billionen Dollar im Jahr 2006 an.

(2009): Oil and Diamonds as Causes of Civil War in sub-Saharan Africa : under what conditions? Colombia Internacional. 2009, 70, pp. 35-59
Recent research has increasingly questioned the link between natural resources and violent conflict while stressing the importance of resource-specific context conditions under which internal conflicts become more likely. This paper engages in a systematic analysis of six of these resource-specific conditions comparing 15 African oil and diamond producing countries. Employing a Boolean logic, the results of our analysis indicate that, typically, a conflict-ridden diamond or oil producer is highly dependent on resources, its revenues are hardly spent on distributional policies and the security apparatus and, moreover, it suffers from intercommunal problems in the producing regions. Little income from resources per capita and substantial production of lootable resources in peripheral regions seem to constitute necessary conditions for civil war. Thus, our findings imply that future theoretical models and empirical strategies should integrate the full set of (resource specific) context conditions. Efforts to raise a more integrative approach combining quantitative and qualitative research designs seem particularly promising.

Der Beitrag analysiert die nordische Beschäftigungspolitik aus international vergleichender Perspektive. Ausgehend von einer kursorischen Bestandsaufnahme des nordischen Beschäftigungsmodells wird gezeigt, dass die nordische Beschäftigungspolitik einige ihrer Besonderheiten eingebüßt hat. Die Wirtschaftspolitik ist zum Beispiel ebenso wie die Lohnpolitik europäischer geworden. Gleichwohl gibt es alte wie neue nordische Charakteristika. So bestechen die nordischen Länder gegenwärtig durch einen besonderen Mix aus aktiver Arbeitsmarktpolitik und gezielter Wirtschaftsförderung. Die Stärken des nordischen Modells liegen in der umfangreichen Arbeitsmarktintegration der Bevölkerung und einer aktiven politischen Governance unterschiedlicher Politikfelder. Zu den Schwächen des nordischen Modells zählen seine hohen Kosten, was einen immensen Steuerdruck verursacht. Der vielfach diskutierten Adaption nordischer Vorbilder sind in Deutschland enge Grenzen gesetzt, angesichts der unterschiedlichen politischen und kulturellen Traditionen sowie eines eher schwachen, delegierenden und inaktiven bundesdeutschen Staates.
