The thesis is an area study focusing on Japanese business associations in the sector of information- and communication technologies (ICT) and the chemical industry. It applies the general perspective that business associations are embedded actors within specific social and political contexts. It also explains the challenges of globalisation and regionalisation for business associations. And empirically shows how they perceive and strategically react on these challenges. With the help of new theoretical approaches and network analysis the institutionalised structure of exchange between firms, business associations and the state are analysed. The analysis places special emphasis on personal exchange-structures (jinmyaku) like shukko and amakudari. As a meta-theoretical framework, institutionalism is applied at the macro-level. At the meso-level the external and internal organisational environment is explained in the framework of the logic of membership and the logic of influence. The relations between the associations are visualised and explained with the tool network analysis. The micro-level analysis explains the outcome of the network structures while focusing on the specific role of socialisation and embedded norms and traditions. Hence, the education system in Japan plays a central role and also social relations are of high importance. This constructs a common base of orientations and norms and therefore makes social interaction easier. One characteristic of the Japanese associational system is great number of so called niche associations. As a result consolidation processes are more likely mergers between national associations and niche associations then cut-throat competition. Within the ict-sector there are still more adaption processes then in the already established chemical sector. Consequently chemical associations do not face due to economic and technical changes a high risk of competition. At the national level stable bargaining networks have been established. Chemical industry associations are more independent from state actors then ict-associations. Nevertheless, in both branches personalised network structures are seen as a determining factor for the understanding of decision-making processes in Japan.

Dieser Beitrag widmet sich der systematischen empirischen Analyse des Einflusses von Religion auf Sozialkapital in der Bundesrepublik Deutschland. Als abhängige Variablen werden neben der Einbindung in formelle Netzwerke zivilgesellschaftlichen Engagements und informelle Freundschafts- und Verwandtschaftsnetzwerke auch deren identitäts- und statusüberbrückende Potenziale berücksichtigt. Die auf der Datengrundlage des Sozio-ökonomischen Panels (SOEP) ermittelten Ergebnisse legen nahe, dass sowohl subjektive Religiosität als auch öffentliche religiöse Praxis einen positiven Einfluss auf strukturelle Aspekte der Sozialintegration in Deutschland ausüben. Dabei lassen sich jedoch zum Teil deutliche Unterschiede zwischen den religiösen Traditionen Katholizismus, Protestantismus, anderen christlichen Religionen und Islam ausmachen. Während etwa regelmäßiger Gottesdienstbesuch für alle Religionen mit einem größeren Freundschaftsnetzwerk einhergeht und zu häufigeren Treffen mit Freunden und Nachbarn führt, wird die Einbindung in formelle Netzwerke zivilgesellschaftlichen Engagements vornehmlich in christlichen Konfessionen und hier insbesondere im Protestantismus gefördert. Allerdings zeichnet sich keine der betrachteten religiösen Traditionen durch besondere identitäts- oder statusüberbrückende Wirkungen aus.

Diese Arbeit befasst sich mit der Mitbestimmung bei Zusammenschlüssen im Automobilsektor. Die Bereiche, aus denen sich dieses weitgehend unerforschte Feld zusammensetzt, wurden bisher nur separat untersucht. In dieser Studie wird deshalb die Einbindung der Betriebsräte als Organ der deutschen betrieblichen Mitbestimmung an zwei Fallbeispielen von Unternehmenszusammenschlüssen untersucht. Zuvor wird ein erweitertes Merger-Phasen-Modell vorgestellt und eine Einführung in relevante Aspekte der deutschen Mitbestimmung gegeben. Anhand einer explorativen Fallstudie wird in der Synthese des präsentierten Vorwissens die tatsächliche Einbindung der Betriebsräte in die Zusammenschlüsse BMW-Rover und DaimlerChrysler untersucht. Im Ergebnis zeigt sich eine intensive Einbindung der Betriebsräte im Sinne des Co-Managements. Dieser sind jedoch durch rechtliche Aspekte und durch die generelle Komplexität eines Zusammenschlusses Grenzen gesetzt.

We explore the impact of institutional design on the distribution of changes in outputs of governmental processes in the United States, Belgium, and Denmark. Using comprehensive indicators of governmental actions over several decades, we show that in each country the level of institutional friction increases as we look at processes further along the policy cycle. Assessing multiple policymaking institutions in each country allows us to control for the nature of the policy inputs, as all the institutions we consider cover the full range of social and political issues in the country. We find that all distributions exhibit high kurtosis values, significantly higher than the Normal distribution which would be expected if changes in government attention and activities were proportionate to changes in social inputs. Further, in each country, those institutions that impose higher decision-making costs show progressively higher kurtosis values. The results suggest general patterns that we hypothesize to be related to boundedly rational behavior in a complex social environment.

Die öffentliche Verwaltung gehört nicht nur zu den wesentlichen Merkmalen der parlamentarischen Demokratie in Deutschland; sie fungiert auch als Bindeglied zwischen staatlicher Autorität und Bevölkerung und macht so Demokratie erlebbar. Trotz ihrer zentralen Rolle in Staat und Gesellschaft ist bislang relativ wenig darüber bekannt, welche Rolle dem Vertrauen in die öffentliche Verwaltung im gesamten Institutionenvertrauen innerhalb des politischen Systems empirisch zukommt. Noch weniger ist darüber bekannt, welche Faktoren dieses Vertrauen beeinflussen bzw. erklären können. Sowohl die verwaltungswissenschaftliche als auch die Politische Kultur-Forschung beschäftigte sich bisher kaum mit diesen Fragen. Der vorliegende Beitrag beschäftigt sich mit den Faktoren, die das Vertrauen in die Verwaltung erklären.

Despite its general popularity the cleavage theory has only rarely been used to explain regional electoral outcome. In this paper we examine whether a region's social structure and its electoral results are systematically linked. To analyse the political preferences of an entire regional electorate in a single step, electoral results are translated into a left-right position for each region using Gross and Sigelmann's concept of the ideological centre of gravity. We then analyse whether the left-right differences between the regions can be traced back to the socio-structural composition of regional populations. We apply this approach to the results of the 1998, 2002, and 2005 German federal elections in all of the 439 counties. Our results suggest that the church-state cleavage and the postmaterialism cleavage shape electoral outcomes in western regions considerably, but that the impact of the capital-labour divide has mostly vanished. Contrarily, eastern electorates seem largely guided by a centre-periphery cleavage that is rooted in a leftist mentality, but not much else.

Cet article a pour ambition de fournir une analyse comparée des dynamiques budgétaires à l’œuvre au Danemark et aux États-Unis. Les budgets danois et américains sont ponctués à un niveau similaire malgré deux systèmes politiques très différents. Cependant, une analyse désagrégée des budgets met en évidence (1) des variations substantielles entre les postes budgétaires dans un même pays et (2) des tendances similaires pour les mêmes postes budgétaires dans les deux pays. Nos résultats nuancent l’impact des structures macro-institutionnelles sur les budgets, et suggèrent que les caractéristiques propres aux différents secteurs de politiques publiques affectent de manière déterminante les dynamiques budgétaires.

Die Angst, dass die Globalisierung aufgrund eines Wettbewerbsprozesses zwischen den Staaten das Schutzniveau von Regulierungsmaßnahmen im Umweltbereich sinken lässt, hat sich laut Katharina Holzinger nicht bestätigt. In Regulierungswettbewerb im Umweltschutz zeigen die Daten nicht nur die Absenz eines "Race to the Bottom", sondern ein klares "Race to the Top". Schon allein auf Basis der deskriptiven Analyse kann ein nach unten gerichteter Wettbewerb ausgeschlossen werden.

Web 2.0 technologies are now being deployed in government settings. For example, public agencies have used blogs to communicate information on public hearings, wikis and RSS feeds to coordinate work, and wikis to internally share expertise, and intelligence information. The potential for Web 2.0 tools create a public sector paradox. On the one hand, they have the potential to create real transformative opportunities related to key public sector issues of transparency, accountability, communication and collaboration, and to promote deeper levels of civic engagement. On the other hand, information flow within government, across government agencies and between government and the public is often highly restricted through regulations, specific reporting structures and therefore usually delayed through the filter of the bureaucratic constraints. What the emergent application and popularity of Web 2.0 tools show is that there is an apparent need within government to create, distribute and collect information outside the given hierarchical information flow. Clearly, these most recent Internet technologies are creating dramatic changes in the way people at a peer-to-peer production level communicate and collaborate over the Internet. And these have potentially transformative implications for the way public sector organizations do work and communicate with each other and with citizens. But they also create potential difficulties and challenges that have their roots in the institutional contexts these technologies are or will be deployed within. In other words, it is not the technology that hinders us from transformation and innovation – it is the organizational and institutional hurdles that need to be overcome. This paper provides an overview of the transformative organizational, technological and informational challenges ahead.
