Dieser Aufsatz untersucht, warum sich rationalistische Ansätze in der deutschen und der französischen Politikwissenschaft nur an einzelnen Standorten etablieren konnten. Der Autor begreift die beschränkte Wirkungskraft des spiel- und entscheidungstheoretischen Instrumentariums als Konsequenz der fehlenden Modernität und Internationalität der kontinentaleuropäischen Politikwissenschaft, da sich ähnlicher Widerstand auch gegenüber anderen methodologischen wie theoretischen Innovationen äußert, wettbewerbsstärkeren Disziplinen aber die Erfüllung der protektionistischen Wünsche nach einer "europäischen" Sozialwissenschaft versagt bleibt. Der Aufsatz schildert die U.S.-amerikanische Erfolgsgeschichte des Rational Choice-Ansatzes, zeigt seine Rezeptionsprobleme in Europa am Beispiel der deutschsprachigen Forschung auf und diskutiert nach einer Analyse der Ursachen der kontinentaleuropäischen Innovationshemmnisse, wie sich der Ansatz in der internationalen Politikwissenschaft angesichts der Hinwendung zu experimentellen Ansätzen in der Politikwissenschaft entwickeln wird.

In recent years, there is growing interest in the study of cross-national policy convergence. Yet we still have a limited understanding of the phenomenon: Do we observe convergence of policies at all? Under which conditions can we expect that domestic policies converge or rather develop further apart? In this article, we address this research deficit. From a theoretical perspective, we concentrate on the explanatory power of three factors, namely international harmonization, transnational communication, and regulatory competition. In empirical terms, we analyze if and to what extent we can observe convergence of environmental policies across twenty-four industrialized countries between 1970 and 2000. We find an impressive degree of environmental policy convergence between the countries under investigation. This development is mainly caused by international harmonization and, to a considerable degree, also by transnational communication, whereas regulatory competition does not seem to play a role.

The development of a European economic and social model poses serious challenges for European trade unions. On the one hand, demand for a strengthening of the social dimension of the European integration project is growing and it is realised that this cannot be achieved by unilateral action at the national level. On the other hand, the identities and organisational capacities of trade unions are deeply embedded in national welfare state institutions, limiting the leeway for a common European social model. This article presents empirical evidence from over 100 interviews with trade union leaders and politicians from 17 EU Member States on trade unions' positions in various policy fields (economic, social and competition policies). The conclusion is that unions should reflect more critically on their embeddedness in national welfare state arrangements in order to move forward together towards the realisation of a Social Europe.

Comparative studies on cross-national policy transfer and diffusion emphasize an impressing degree of policy convergence in many areas. This holds true, in particular, for the environmental field. However, we are still confronted with limited knowledge about the mechanisms accounting for this phenomenon. Against this backdrop, we theoretically investigate the impact of three different convergence mechanisms that are generally seen as central sources of cross-national policy convergence: regulatory competition, international co-operation and transnational communication. In particular, our focus is on the analysis of the interaction of these three factors. As will be shown, the empirically rather likely interaction of different mechanisms constitutes a plausible explanation for the still puzzling gap between the theoretical prediction of a race to the bottom through regulatory competition and the lacking empirical support for this hypothesis.

Europe's ‘political space’, its dimensionality and its impact on European policies have received increased academic attention lately. Yet, one very basic element of this political space, the party composition of EU member states' governments, has never been studied in a systematic way in the rich literature on European integration. In this paper we explain why the EU literature should pay more attention to the analysis of Europe's party-political ‘centre of gravity’. We give a systematic overview of the party composition of member governments from 1957 to 2003. This includes analyses of how the support for integration, the left/right political conviction, and the ideological homogeneity or heterogeneity of the member states affected the Council over the course of time. We draw on expert surveys, the data of the Comparative Manifesto Project, and data about government composition.
