    A conductor´s leadership style is largely directive, even though creative performance is generated. In an orchestra a directive leadership style is necessary for coordination but is likely to produce negative secondary motivational effects among players. If the conductor is accepted as the uncontested authority in his métier by the musicians, such negative effects can be compensated. A sample consisting of 186 musicians from 20 German orchestras shows that a directive leadership style enhances the artistic quality of an orchestra especially when the conductor´s professional authority is perceived to be high. This result is used as the basis for conclusions for research on leadership.

    This study assesses the impact of the Comitology procedures on the European Commission s discretionary space in the implementation process. The different institutional rules of the procedures influence decisively to what degree the member states can limit the discretion of their agent, the Commission. Within a Committee the configuration of the member states preferences and the information asymmetry in favor of the Commission have an impact on the discretionary space of the actors.
    The empirical test is based on two cases: the management committee implementing the action programme to combat discrimination and the regulatory committee regarding the revision of the eco-label award scheme . The analysis of the two cases shows that the actors preferences depending on the decision rules of the respective procedure define indeed the Commission s discretionary space, while the influence of the actor s level of information remains uncertain.

    We analyze theoretically and empirically the effects of economic policy and the receipt of foreign aid on the risk of civil war. We find that aid and policy do not have direct effects upon conflict risk. However, both directly affect the growth rate and the extent of dependence upon primary commodity exports, and these in turn affect the risk of conflict. Simulating the effect of a package of policy reform and increased aid on the average aid recipient country, we find that after five years the risk of conflict is reduced by nearly 30%.

  • Interests and resources : the formation of national positions regarding EU-policies

    The leading research question of this comparative, quantitative study is, whether the influence of interest groups on the formation of national positions on EU-policies is better explained by the environment of an actor (system of interest intermediation or policy field) or by individual attributes of his (resources). Mixed evidence was found: On the one hand, we did not find strong evidence for systemic differences, when controlling for other factors. On the other hand, we did find no evidence for the impact of individual attributes (in terms of the possession of resources).
    The analysis has been performed using descriptive statistics, analysis of co- variance and multiple regression analysis. The data used are from the research project The Relevance of Threats and Promises in EU Decision making (Th. König/ G. Schneider, University of Konstanz, funded by the German national science foundation). The dataset contains information regarding 15 Commission proposals (117 issues) in Germany, Great Britain, Finland and The Netherlands for the period 1998/9.

  • ICANN und der Konflikt um die Internet-Ressourcen : Institutionenbildung im Problemfeld Internet Governance zwischen multinationaler Staatstätigkeit und globaler Selbstregulierung

    This doctoral thesis examines the institutionalization of the Internet during the transition from a research network to a commercial infrastructure. The focus is on the management of the IP number space and the Domain Name System. The case study is based on the research questions, what kind of problems the commercialization and internationalization of the Internet caused, how these problems affected the development of the Internet s governance structure and why the Internet Corporation for Assigned Names and Numbers (ICANN) prevailed over alternative institutional arrangements. The policy study has three levels. First, the resource management problems of the Internet are analyzed theoretically by examining the political economy of the Domain Name System and distinguishing between appropiation and provision problems. The middle part traces the process of institution building from the ARPANET to ICANN and describes actors, interests and interaction in the specific institutional context. It becomes evident that the institutions of the Internet evolved in a muddling-through process and through learning in cooperative networks. The third part of the study focuses on the characteristics of the Internet s new governance structure. It represents a hybrid global policy network including corporations, research organizations, governments and civil society groups. ICANN as the core organization is a private non-profit company for the self-regulation of the Internet, while at the same time it is a contractor of the US Government and resembles both a public regulatory agency and an intergovernmental organization. Thus, the institutional evolution of the Internet policy domain makes an interesting case with regard to the general debate over transnational self-regulation and global governance.

  • Identity and Europeanization : a quantitative analysis of European Public Administration curricula

    The paper gives an overview of a statistical analysis exploring Public Administration university programs in twenty-four European countries. The two basic questions of the research involved (i) the disciplinary character of program curricula, and (ii) the degree, to which they reflect to the growing globalization of the administrative praxis by emphasizing subjects of an international character. With regards to the first question multivariate statistical analyses identified three distinct clusters of countries. The three groups correspond to the three classical European approaches to the study of Public Administration: a number of Continental European countries are characterized by a broad and significant political science component; the Nordic countries put a stronger emphasis on Business Administration, while most south European countries and a number of post-communist countries are distinguished by the predominance of Law in program curricula. The dynamic aspect of the picture is such that in the process of reforming/creating their constitutional and administrative frameworks newly independent post-communist countries have switched from their legalist tradition to the managerialist strand, while the rest of them having a less abrupt development path in their constitutional and administrative transition still are characterized by the predominance of Law. Mediterranean countries, on the other hand, seem to be gradually switching from the Legal approach to the Continental mainstream . With regards to the global character of program curricula analyses offer two general insights. First, both comparative and especially European subjects are surprisingly under-represented in program curricula. Second, there is little variance with regard to the global character of programs: the majority of countries are located in a relatively narrow interval.

    This article investigates the implications of political and economic internationalization on patterns of governance from a statecentric perspective. The actual patterns of governance in internationalized environments can be related to the respective governance capacity of public and private actors, which hinges in turn on the strategic constellation underlying the provision of a public good. The specific strategic constellation varies in three dimensions: the congruence between the scope of the underlying problem and the organizational structures of the related actors, the type of problem, and the institutional context, all of which involve a number of factors. With this concept in mind, we identify four ideal-typed patterns of governance, enabled by different configurations of public and private capacities to formally or factually influence in various ways the social, economic, and political processes by which certain goods are provided.

    Two Sides of Economic Openness : non-Tariff Barriers to Trade and Capital Controls in Transition Countries, 1993-2000

    This article presents new measures of foreign economic openness in the transition countries that allow us to distinguish between non-tariff barriers to trade and capital controls. We argue that this distinction is important for the analysis of foreign economic relations in the postcommunist world. While most states lowered barriers to trade since 1993, they increased the number of capital controls, which had been low at the beginning of the transition process. The ELITE (Economic Liberalization in the Transition Economies) data set, which is based on the IMF statistics on exchange arrangements and exchange restrictions and encompasses 24 transition countries, furthermore demonstrates important exceptions to this trend. The comparison of the ELITE indicators with alternative measures of economic openness indicates the need to move towards more fine-grained analyses of the political economy of the transition process.
