The theoretical and empirical literature on the reciprocal topics of economy and war have developed a fertile debate. Most contributions examine the liberal hope that growing economic bonds between or within nations reduce the risk of violent conflict, while an increasing number of studies also examine the destructive and redistributive effect of war, terrorism, and genocides. The article argues that most studies in the field do not provide clear microfoundations for the opportunity-cost arguments that are typically made to justify the deterring effects of increased economic interactions. To move the field forward, contributions need to focus more on how the relationship between business leaders and the government shapes decision making in periods of crisis. Recent advances have been made to understand the economic impact of massive political violence that can only be fully understood through the use of temporally disaggregated data.

Aufgrund gesamtgesellschaftlicher Veränderungen ist für viele Unternehmen eine altersdiverse Belegschaft längst Realität. Vor diesem Hintergrund und der Aussicht, dass die Altersdiversität der Belegschaft in den meisten Unternehmen in Zukunft noch weiter steigen wird, befasst sich dieser Beitrag mit den Folgen von Age Diversity im organisationalen Kontext. Im Sinne eines Mehrebenenphänomens wird dabei zunächst die Age-Diversity-Forschung auf der Teamebene dargestellt, ehe die Organisationsebene fokussiert wird. Auf beiden Ebenen zeigen sich teilweise inkonsistente Effekte von Age Diversity auf Prozesse und Leistung, weshalb auch auf die Forschung zu möglichen Rahmenbedingungen und Interventionen abgestellt wird. Diese Forschung zeigt, dass Rahmenbedingungen wie Aufgabencharakteristika, Führungsverhalten, Altersstereotypen sowie Personal- und Diversity-Managementpraktiken für eine Dominanz der positiven oder der negativen Effekte von Age Diversity sorgen können. Die bisherigen wissenschaftlichen Befunde bilden die Basis unserer Empfehlungen für ein evidenzbasiertes Age-Diversity-Management. Der Beitrag schließt mit noch offenen Forschungsfragen, durch deren Beantwortung das evidenzbasierte Age-Diversity-Management zukünftig weiter vorangebracht werden kann.

Online communication takes a variety of shapes in the different technological media that allow users interact with each other, with their friends, or with arbitrarily large groups. These serve as breeding grounds for collective emotions, in which large amounts of users share emotional states through time. We present our modeling framework for collective emotions in online communities, which can be adapted for the different kinds of online interaction present in the cyberspace. This framework allows the design of agent-based models, in which agents’ emotional states are represented according to psychological theories. This approach aims at a unification of modeling efforts, connecting the sentiment analysis of big data with psychological experiments, through tractable agent-based models. We illustrate the applications of this framework to different online communities, including product reviews, chatrooms, virtual realities, and social networking sites. We show how our model reproduces properties of collective emotions in the reviews of Amazon, and the group discussions of IRC channels. We comment the applications of this framework for data-driven simulation of emotions, and how we formulate testable hypotheses of emotion dynamics for future research on the field.

Der Beitrag untersucht die Außen- und Europapolitik der grün-roten Landesregierung Baden-Württembergs unter Winfried Kretschmann. Dazu werden theoretisch zwei Strategien, wie Länder ihre außenpolitischen Ziele realisieren können, differenziert: Indirekt über den Bundesrat, und direkt durch die Präsenz auf EU-Ebene sowie über bi-/multinationale Partnerschaften. Empirisch werden die außenpolitischen Wahlziele der Parteien, der grün-rote Koalitionsvertrag und das tatsächliche Regierungshandeln analysiert und mit der Politik der CDU-geführten Vorgängerregierungen verglichen. Dabei zeigt sich, dass trotz neuer Akzente, z. B. der stärkeren Betonung von Nachhaltigkeit und Zivilgesellschaft, unter Grün-Rot kein fundamentaler Wandel in der Außen- und Europapolitik Baden-Württembergs stattgefunden hat.

This concluding chapter takes stock of what we have learned about International Public Administrations (IPAs) in order to identify general patterns as well as to improve our understanding of potential implications for further public administration (PA) research. It brings to the fore particular challenges that emerge when the discipline of PA ventures beyond its classical focus on national or subnational bureaucracies. Our main argument is that IPAs constitute a genuinely new type of bureaucracy. The structures and processes of IPAs are familiar in many important respects, but the conjoint occurrence of distinct contextual factors and their effect on the behavior and strategies of international administrations make them unique. This becomes visible in a set of distinctive behavioral patterns. Our study of IPAs thus both challenges and confirms the PA perspective on the current transformation of the state and its institutions.

Budgeting is a key aspect of governmental behaviour. Research on budgeting has taken various theoretical and methodological approaches, and these differences have prevented scholars from discussing their common topic. In this collection, we have gathered a group of prominent scholars to explore the intermingling of budgets and politics from an assortment of theoretical and methodological perspectives. It highlights not only the breadth of current research but also the range of what remains underexplored. This book was originally published as a special issue of the Journal of European Public Policy.
