Prof. Dr. Eva Thomann

Head of the working group

I am a full professor of Public Administration at the Department of Politics and Public Administration at the University of Konstanz. I have previously held research and visiting positions at the Universities of Bern, Mannheim, Heidelberg, and Exeter and at the European University Institute in Florence. I hold a Masters degree in Political Science from the University of Zurich and a PhD in Public Administration from the University of Bern.

As a political scientist who specializes in Public Policy and Public Administration, much of my research focuses on the patterns, reasons and consequences of how policies are put into practice. Research interests include—but are not limited to—policy implementation, Europeanization and European integration, street-level bureaucracy, multilevel governance, hybrid governance, public accountability, behavioral public administration, and case-oriented and set-theoretic research methods. My current, internationally comparative research agenda focuses on contemporary challenges facing public administration and policy "on the ground", including public sector corruption, bureaucratic overload, politicization of frontline bureaucracies, and administrative inequality.

I am the founder and academic convenor of the Konstanz Methods Excellence Workshops (KOMEX) and teach at international method schools. I serve in international networks including the advisory boards of the journal Regulation & Governance, COMPArative Methods for Systematic cross-caSe analysis (COMPASSS), the Methods Excellence Network (methodsnet) and the Netherlands Institute of Governance (NIG).

I have previously served as an executive board member of the European Group for Public Administration (EGPA) (2019-2022), as the VP Western Europe for International Research Society for Public Management (IRSPM) (2019-2024), and as editor of the peer-reviewed journal Regulation & Governance (2019-2024). From 2015-2023 I co-chaired the EGPA Permanent Study Group XIII “Public Policies”.
